{"id":38,"date":"2011-04-10T11:30:01","date_gmt":"2011-04-10T11:30:01","guid":{"rendered":"http:\/\/cityimprovement.co.za\/wordpress\/?page_id=38"},"modified":"2012-07-17T15:25:49","modified_gmt":"2012-07-17T15:25:49","slug":"what-is-an-cid","status":"publish","type":"page","link":"http:\/\/cityimprovement.co.za\/wordpress\/?page_id=38","title":{"rendered":"CIDs"},"content":{"rendered":"<div id=\"content\" style=\"text-align: justify;\">\n<div>A City Improvement District (CID) also known as a Special Ratings Area (SRA) is a non-profit organisation operating within a defined <strong>geographic area<\/strong> within which property owners agree to pay a levy for supplementary and complimentary services set to enhance the physical and social environment of the area.<\/div>\n<div><strong><br \/>\n<\/strong><\/div>\n<div>\n<p style=\"text-align: justify;\">A CID, according to the SRA by-law\u00a0 collects a CID levy from the ratepayers in the area over and above the normal rates charges. The money collected, unlike the rates, is a dedicated levy which can only be spent in the specific CID area and is used to provide\u00a0 \u201ctop up\u201d services according to an approved Business Plan.\u00a0 These services provided by the CID are supplementary to those provided by the City of Cape Town, which continues to provide normal services.<\/p>\n<\/div>\n<div>The advantages of establishing a CID<\/div>\n<div>\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 The cost of providing supplementary services will be borne by all property owners<\/div>\n<div>\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Costs are borne in proportion to the value of the property<\/div>\n<div>\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 The Improvement District approach is holistic<\/div>\n<div>\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Provides enhancement\u00a0of the environment and strengthens\u00a0investor confidence<\/div>\n<div>\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 The Improvement District creates a positive identity for the area<\/div>\n<div>\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 The Improvement District provides private sector management and accountability<\/div>\n<div>\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 The improvement of property values<\/div>\n<div>\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 To put forward ideas for change to council<\/div>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>A City Improvement District (CID) also known as a Special Ratings Area (SRA) is a non-profit organisation operating within a defined geographic area within which property owners agree to pay a levy for supplementary and complimentary services set to enhance the physical and social environment of the area.
